Minutes of Adjourn Session

The Mayor and Board of Aldermen met in adjourn session on Monday, April 11, 2011 at 6:00 p.m. in the City Hall with the following members present:

 

Mayor Raymond Gunter

Alderman Gary Grubbs  Alderman William Allen

Alderman Eddie Barnett, Jr.         Alderman Paul Barkley

 

City Clerk Randall Baker was present and performed the duties of his office.

 

City Attorney Mike Mowrer was present as legal counsel for the City.

 

Mayor Gunter called the session to order and requested a roll call.

 

Approval of Minutes

Motion was made by Alderman Barnett and seconded by Alderman Barkley to approve the minutes of the March 14, 2011 regular session.  Motion carried unanimously.

 

Payment of Bills

Motion was made by Alderman Allen and seconded by Alderman Barnett allowing payment of the monthly bills.  Motion carried with Alderman Grubbs abstaining on payment of warrant number 46238 to Phillips 66 Station in the amount of $67.76.

 

Godair appointed full-time police officer

Motion was made by Alderman Barkley and seconded by Alderman Barnett approving the Mayor’s appointment of Jennifer Godair as a full-time police officer at the rate of $8.50 per hour.  Motion carried unanimously.

 

Alderman Barnett to attend Law Enforcement Course

Mayor Gunter then requested approval for an Alderman to attend the Class A Law Enforcement Academy Course at Southeast Missouri State University on behalf of the City. He said he felt Alderman Eddie Barnett should be the one to attend the course stating:

 

 

He stated further that Alderman Barnett has agreed to pursue the Class A Certification upon approval, and has offered to pay for the cost of travel and meals during the training period. 

 

Motion was made by Alderman Allen and seconded by Alderman Barkley to approve the tuition fees for Alderman Eddie Barnett to attend a class A Law Enforcement Academy Course at Southeast Missouri State University on behalf of the City of Campbell.  Motion carried with three yes and with Alderman Barnett abstaining.

 

Welcome signs

An update to the “Welcome to Campbell” signs was discussed along with the wish to acknowledge the achievements of Campbell native April McIntosh Scott.

 

Motion was made by Alderman Barnett and seconded by Alderman Barkley that the welcome signs be updated to include the name of April McIntosh.  Motion carried unanimously.

 

Election results

The results of the April 5, 2011 election as certified by Dunklin County Clerk and Election Authority Carol Hinesly were read by the City Clerk as follows.

 

For Mayor:  William Allen                     received 305 votes

            David Shipman                     received  20 votes

            Kevin James                       received 131 votes

 

For Alderman Ward One:  Gary Grubbs           received 236 votes

 

For Alderman Ward Two:  Rickie Holloway       received 162 votes

 

Motion was made by Alderman Barnett and seconded by Alderman Barkley to accept the certification of election results of the April 5, 2011 election as certified by County Clerk Carol Hinesly as true and correct.  Motion carried unanimously.

 

Adjournment

Motion was made by Alderman Grubbs and seconded by Alderman Barnett to adjourn.  Motion carried unanimously.

Minutes of Regular Session

Monday, April 12, 2010

 

New officials oath of office

At the regularly scheduled meeting of the Mayor and Board of Aldermen of Monday, April 11, 2011 the oath of office was administered by City Clerk Randall Baker to Mayor William Allen, Ward One Alderman Gary Grubbs and Ward Two Alderman Rickie Holloway who were elected at the April 5, 2011 election.

 

After the swearing in of the elected officials the City Council reconvened in regular session with the following members present.

 

Mayor William Allen

Alderman Gary Grubbs

Alderman Eddie Barnett, Jr.

Alderman Rickie Holloway

 

City Clerk Randall Baker was present and performed the duties of his office.

 

City Attorney Mike Mowrer was present as legal counsel for the City.

 

Mayor William Allen called the session to order and requested a roll call.

 

The meeting was opened in prayer led by City Clerk Randall Baker.

 

City Treasurer appointed

Motion was made by Alderman Barnett and seconded by Alderman Grubbs approving the Mayor’s appointment of Jim Lawrence as City Treasurer.  Motion carried unanimously.

 

City Attorney appointed

Motion was made by Alderman Grubbs and seconded by Alderman Holloway to approve the Mayor’s appointment of Mike Mowrer as City Attorney.  Motion carried unanimously.

 

City Clerk appointed

Motion was made by Alderman Barnett and seconded by Alderman Holloway that Randall Baker be appointed as the City Clerk.  Motion carried unanimously.  Mayor Allen approved the appointment.

 

Mayor Pro-tem elected

Motion was made by Alderman Holloway and seconded by Alderman Grubbs that Alderman Barnett be elected as Mayor Pro-tem.  Motion carried with two yes and with Alderman Barnett abstaining.

 

Clark appointed to Park Board

Motion was made by Alderman Holloway and seconded by Alderman Grubbs to approve the Mayor’s appointment of Tammy Clark to the Park Board to fill the remaining term of Curtis Littrell.  Motion carried unanimously.

 

Other appointments

Mayor Allen stated that he would reserve all other appointments until a later date.

 

Ward One Unexpired Alderman Term

Mayor Allen said that the position he filled as Ward One Alderman and which he resigned upon his election as Mayor has a remaining term of one year.  He said he would like to hear recommendations for a person to fill that unexpired term in order to fill the vacancy at the earliest possible opportunity.

 

Sidney Moore address to Council

Mr. Sidney Moore met with the Council to discuss a police officer.  Before Mr. Moore spoke City Attorney Mike Mowrer suggested it might be in Mr. Moore’s best interest to wait until any court proceedings involving the incident were concluded.  He stated that Mr. Moore had the right to address the Council and that he was not being denied his right to address the Council but that he wanted to offer the idea to Mr. Moore that it might be in his best interest to wait.  Mr. Moore said “that would work”.

 

Park Board Members

The Council instructed the City Attorney to prepare an Ordinance increasing the number of Park Board members from five to seven.

 

Annual Easter Egg Hunt

Motion was made by Alderman Barnett and seconded by Alderman Grubbs that the Park Board conduct the City’s Annual Easter Egg Hunt and that the City donate $500.00 to the event.  Motion carried unanimously.

 

Authorize bank account signature card change

Motion was made by Alderman Barnett and seconded by Alderman Holloway approving the change of the authorized signatures on the City of Campbell checking account number 000051 with First Community Bank to Mayor William Allen, City Treasurer Jim Lawrence and City Clerk Randall Baker with Deputy City Clerk Nikki Brooks being authorized to sign Randall Baker’s name as city clerk, with her initials noted, in the absence and at the direction of the City Clerk.  Motion carried unanimously.

 

Sunshine Law Review

City Attorney Mike Mowrer then reviewed the Missouri Sunshine Law with the Council and recommended that all members of the Council review the whole law and make themselves familiar with the law.

 

Closed Session

Motion was made by Alderman Barnett and seconded by Alderman Holloway to go into closed session to discuss matters as allowed under section 610.021, RSMo and those matters only and in particular personnel matters.  A roll call vote was taken with Alderman Barnett voting yes, Alderman Holloway voting yes and Alderman Grubbs voting yes.

 

After returning to open session the minutes reflect personnel matters were discussed but no specific action was taken.

 

Adjournment

Motion was made by Alderman Grubbs and seconded by Alderman Holloway to adjourn.  Motion carried unanimously.

 

Mayor Allen then asked his granddaughters, Miss Haley Manley and Miss Madison Burns, to each strike the gavel once indicating adjournment of the meeting.  Upon second strike of the gavel Mayor Allen announced the meeting adjourned.
