Minutes of Regular Session

The Mayor and Board of Aldermen met in regular session on Monday, January 11, 2011 at 6:00 p.m. in the City Hall with the following members present:

 

Mayor Raymond Gunter

Alderman William Allen

Alderman Eddie Barnett, Jr.         Alderman Paul Barkley

 

Alderman Gary Grubbs was absent.

 

City Clerk Randall Baker was present and performed the duties of his office.

 

City Attorney Mike Mowrer was present as legal counsel for the City.

 

The mayor called the session to order and requested a roll call.

 

Payment of Bills

Motion was made by Alderman Barnett and seconded by Alderman Barkley to allow payment of the monthly bills. Motion carried unanimously.

 

Approval of Minutes

Motion was made by Alderman Barkley and seconded by Alderman Barnett to approve the minutes of the December 13, 2010 regular session.  Motion carried unanimously.

 

Motion was made by Alderman Barkley and seconded by Alderman Barnett to approve the minutes of the December 13, 2010 closed session.  Motion carried unanimously.

 

Annexation Ordinance

The following Bill was then introduced and read.

 

BILL NO. 691                                   ORDINANCE NO. 691

 

           AN ORDINANCE ANNEXING A CERTAIN ADJACENT,

    UNINCORPORATED AREA INTO THE CITY OF CAMPBELL, MISSOURI

 

WHEREAS, on October 1, 2010, a verified Petition, signed by all of the owners of the real estate described below and requesting annexation of the area into the City of Campbell, Missouri, was filed with the City Clerk; and

WHEREAS, the real estate is adjacent, contiguous and compact to the present corporate limits of the City of Campbell, Missouri; and

WHEREAS, a public Hearing concerning this matter was held at the City Hall in Campbell, Missouri at 6:00 p.m. on December 13, 2010; and

WHEREAS, notice of this public Hearing was published on November 17, 2010, November 24, 2010 and December 7, 2010  in the “The Campbell Courier”, a weekly newspaper of general circulation in Dunklin County, Missouri; and

WHEREAS, at the public Hearing, all interested persons, corporations and political subdivisions were afforded the opportunity to present evidence regarding the proposed annexation; and

WHEREAS, no written objection to the proposed annexation was filed with the Board of Aldermen of the City of Campbell, Missouri within fourteen days after the public Hearing; and WHEREAS, the Board of Aldermen of the City of Campbell, Missouri does find and determine that the annexation is reasonable and necessary to the proper development of the City; and

WHEREAS, the City is able to furnish normal municipal services to the area within a reasonable time after annexation; and

WHEREAS, the Board of Aldermen of the City of Campbell, Missouri finds that it is in the best interest of the City and its citizens to annex the property described in the verified Petition.

NOW THEREFORE, BE IT ORDAINED by the Board of Aldermen of the City of Campbell, Missouri as follows:

Section 1.  Pursuant to Section 71.012, RSMo 2000, the following-described real estate is hereby annexed into the City of Campbell, Missouri, to-wit:

A part of the Southwest Quarter of the Southeast Quarter of Section 34, Township 22 North, Range 9 East, Dunklin County, Missouri, containing 1.37 acres being subject to rights of way and being further described as follows: Starting at the Northwest Corner of the Southwest Quarter Southeast Quarter of Section 34, Township 22 North, Range 9 East, thence South 0 degrees 14 minutes West 490.4 feet to the point of beginning; thence continue South 0 degrees 14 minutes West along quarter Section line 181.5 feet; thence North 89 degrees 38 minutes East 321.7 feet; thence North 0 degrees 14 minutes East 190.5 feet; thence South 87 degrees 58 minutes West 321.82 feet to the point of beginning.

 

Section 2.  The boundaries of the City of Campbell, Missouri are hereby altered so as to encompass the above-described tract of land lying adjacent and contiguous to the present corporate limits.

Section 3.  The City Clerk of the City of Campbell, Missouri is hereby ordered to cause three certified copies of this Ordinance to be filed with the Dunklin County Clerk.

Section 4.  The City Engineer, the City Planner and other pertinent City personnel are hereby authorized and directed to conform all maps, directories, drawings, plats and other appropriate documents to the altered corporate limits of the City of Campbell, Missouri as herein provided.

Section 5.  All Ordinances or parts of Ordinances in conflict with this Ordinance are hereby repealed insofar as they do conflict.

Section 6.  This Ordinance being necessary for the preservation of the public peace, health and safety of the citizens of the City of Campbell, Missouri, an emergency is hereby declared to exist, and this Ordinance shall be in force and take effect from and after the date of its passage and approval.

Motion was made by Alderman Barnett and seconded by Alderman Barkley that the Bill be placed upon a second reading.  Motion carried unanimously.

 

Motion was made by Alderman Allen and seconded by Alderman Barkley that the Bill pass and become Ordinance Number 691.  Motion carried unanimously.

 

Jackie Eskew hired as City Collector

Motion was made by Alderman Barnett and seconded by Alderman Allen to approve the Mayor appointment of Jackie Eskew as City Collector on the normal 90 days probation period at the rate of $8.00 per hour.  Motion carried unanimously.

 

Frankie Thomason pay for unused ETO approved

Motion was made by Alderman Barkley and seconded by Alderman Allen approving payment of unused earned time off for former City Collector Frankie Thomason in weekly increments.  Motion carried unanimously.

 

Tony Burke increase in pay

Motion was made by Alderman Barnett and seconded by Alderman Barkley approving an increase of $.50 per hour for police officer Tony Burke as he has successfully completed the 90 days probation period.  Motion carried unanimously.

Motion was made by Alderman Barkley and seconded by Alderman Allen to adjourn.  Motion carried unanimously.
