Minutes of Regular Session

Monday, March 8, 2010

 

The Mayor and Board of Aldermen met in regular session on Monday, March 8, 2010 at 6:00 p.m. in the City Hall with the following members present:

 

Mayor Raymond Gunter

Alderman William Allen

Alderman Eddie Barnett, Jr.    Alderman Paul Barkley

 

Alderman Gary Grubbs was absent.

 

City Clerk Randall Baker was present and performed the duties of his office.

 

City Attorney Mike Mowrer was present as legal counsel for the City.

 

The Mayor called the session to order and requested a roll call.

 

Approval of minutes

Motion was made by Alderman Barnett and seconded by Alderman Barkley to approve the minutes of the February 8, 2010 regular session.  Motion carried unanimously.

 

Motion was made by Alderman Barkley and seconded by Alderman Allen to approve the minutes of the February 8, 2010 closed session.  Motion carried unanimously.

 

Payment of bills

Motion was made by Alderman Allen and seconded by Alderman Barkley approving payment of the monthly bills.  Motion carried unanimously.

 

Spring clean up

Motion was made by Alderman Bullock and seconded by Alderman Barnett that the Annual Spring Cleanup be held on Wednesday, May 19, 2010.  Motion carried unanimously.

 

Annual Easter Egg Hunt

Motion was made by Alderman Allen and seconded by Alderman Barkley that the annual City Easter Egg Hunt be held on April 3rd and that it be conducted by the Campbell Girl Scouts and that $500.00 for prizes be allocated for the event.  Motion carried unanimously.

 

Nuisance Ordinance

Municipal Judge Barbara Godley met with the Council to discuss needed updates to the Nuisance Ordinance with the possibility of instances of violations being more fully explained in the Ordinance or examples of violation of the Nuisance Ordinance being given.  The Council agreed that the Ordinance should have some updates.

 

Resolution terminating agreement with MJMEUC

The following Resolution was read.

 

RESOLUTION 2010-03-08-01

 

A RESOLUTION TO TERMINATE THE POWER PURCHASE AND SALE AGREEMENT BETWEEN THE CITY OF CAMPBELL, MISSOURI AND THE MISSOURI JOINT MUNICIPAL ELECTRIC UTILITY COMMISSION DATED JANUARY 13, 2009 AND AUTHORIZING AND DIRECTING THE CITY ATTORNEY TO GIVE NOTICE OF SAID TERMINATION.

 

     BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF CAMPBELL, AS FOLLOWS:

 

          Section 1.  That the Power Purchase and Sale Agreement between the City of Campbell, Missouri and the Missouri Joint Municipal Electric Utility Commission dated January 13, 2009 should be terminated.

 

          Section 2.  That the Board of Aldermen of the City of Campbell, Missouri does hereby take action to terminate the Power Purchase and Sale Agreement between the City of Campbell, Missouri and the Missouri Joint Municipal Electric Utility Commission dated January 13, 2009 at the regularly scheduled City Council meeting of 6:00 p.m., March 11, 2010 held at the Campbell City Hall, 302 West Grand Avenue, Campbell, Missouri, a quorum being present.

 

          Section 3.  That the City Attorney for the City of Campbell, Missouri is hereby authorized and directed to serve notice to the Missouri Joint Municipal Electric Utility Commission of the action by the Board of Aldermen of the City of Campbell to terminate the Power Purchase and Sale Agreement between the City of Campbell, Missouri and the Missouri Joint Municipal Electric Utility Commission dated January 13, 2009. 

 

          Section 4.  That this Resolution shall be in full force and effect from and after its passage and approval.

Motion was made by Alderman Barkley and seconded by Alderman Barnett the the Resolution pass.  Motion carried unanimously.
